    The National Cancer Institute and the World Health Organisation publishes comprehensive monograph “The Economics of Tobacco and Tobacco Control” Tobacco use remains one of the world’s leading causes of preventable premature death, including death from cancer. Globally, there are 1.1 billion tobacco smokers age 15 or older, and tobacco use burdens economies with more than US$ 1 trillion in health care costs and lost productivity annually.     Call for External Evaluators

    ENSP calls for applications to assist in the evaluation of ENSP activities related to the implementation of the ENSP work programme 2016. We are looking for proposals from individuals or companies with evaluation expertise in one or more of the following areas: Public health (preferably tobacco control) European public or regulatory affairs Civil society organisations with an advocacy mandate Communication with member organisations of an advocacy organisation Please read the Call for Applications and submit your offer electronically by 28 December 2016 to cornel.radu@ensp.org.

    WHO Framework Convention on Tobacco Control

    The WHO FCTC was adopted by the World Health Assembly on 21 May 2003 and entered into force on 27 February 2005. It now counts 180 parties world-wide,  supporting the promotion of public health and new legal dimensions for international health cooperation.     EU Directive on Tobacco Products

    The EU TPD came into force On 20th May 2016,  setting a number of clear measures to prevent people from using tobacco, with the aim to specifically protect further the younger generations. Amongst the comprehensive list of measures, the Directive introduced a ban on cigarettes and roll-your-own (RYO) tobacco flavours, such as vanilla, strawberry or other candy, which are added to mask the taste and smell of tobacco and therefore make them more attractive to children and young people.     Tobacco Products Directive

    EU Commissioner for Health and Food Safety Vytenis Andriukaitis asserts his position of the need for further scientific evidence on the risks of electronic cigarettes.  When questioned by MEP Joëlle Mélin (ENF) on 5 October 2016 about the inclusion of electronic cigarettes in the Tobacco Directive 2014/40/EU, Commissioner Andriukaitis insists on the lack of conclusive evidence on long-term health effects of e-cigarettes, their use patterns and potential to facilitate smoking cessation.     Report: The Economics of Tobacco and Tobacco Taxation in Romania

    Tobacco use is high in Romania, with nearly 5 million adults (27%) smoking tobacco products. Men are more than twice as likely to smoke as women, with smoking prevalence among men at 37.4% as compared to 16.7% among women. However, the gender gap has diminished over time, with smoking prevalence doubling among women in the post-communist years, and decreasing slightly in the recent years. While the overall rates of smoking have declined in recent years, still more than 1 in 4 adults smoke daily, and nearly all smokers consuming manufactured cigarettes.     New Report

    On 4 November 2016 the International Monetary Fund published the report How to Design and Enforce Tobacco Excises? The report offers sound first step information towards policy decisions in tobacco taxation. It covers the advantages of ad valorem vs. specific taxes, how high tobacco taxes should be and the key elements of an efficient tax administration that secures the tax base and prevents illegal trade.  Read the full report.

    Written Declaration

    Chronic respiratory diseases account for more than 315,000 Europeans dying every year. On top of this they pose a huge burden on EU national health systems. ENSP asks Members of European Parliament to take action now by signing the Written Declaration on Chronic Respiratory Diseases.  Background: The Written Declaration is a statement, which calls the European Council and the Commission to act for better Prevention, Diagnosis, Care and Rehabilitation in Chronic Respiratory Diseases and more specifically it calls for: Decreasing the economic burden of chronic respiratory diseases on national healthcare systems, and ensuring a high level of protection of citizens’ health;  Boosting research on […]
